Rain down the drain

Southern California streets are not particularly well prepared for the short wet season we have here. As soon as we have any measurable amount of rain, flooded streets are everywhere, including wealthy neighborhoods.

We should get away from paving our streets with impermeable layer of petroleum product and then have to figure out how to direct rain water quickly down a drainage pipe to send the water into the ocean. I would think we could use that precious rain drop to replenish our diminishing supply of underground water.
